The index took four pillars of the scale-up
ecosystem (business fundamentals, business
propellers, demand creators, and country
readiness) and broke them down into their
components, each of which was then allocated
a score.
Lebanon ranked second on the scale-up readiness
index after the UAE.
The study found that scale-ups in Lebanon create
on average 1.6x more revenues than other SMEs,
and employ on average 1.6x more people than
traditional SMEs.

Strategy& Middle East, part of the PwC network, developed a scale-up readiness index to assess the
state of the scale-up ecosystems and their needs for development in five MENA countries: Egypt, Jordan,
Lebanon, Saudi Arabia, and the United Arab Emirates (UAE).
Within these pillars, the study recognized several
priority areas, including access to financing, talent,
foreign markets, large customers, and regulatory
relief. According to research, encouraging an
ecosystem of private and public players to produce
growth initiatives could lead to success.
The study stressed on the importance of scale-
ups and showed that their success in the region
generates on average 3.4x more revenues and 8x
more jobs than other SMEs.
