First place in the overall ranking has as its strengths the pillars of infrastructure, human capital and
innovation, on top of that the city produces consistent results in most of the other pillars. The study
points to the city's business environment as a national reference, expected to cultivate more and more
high-growth companies in the future. The secret is planning. Thirty years ago, Florianópolis, a region
with few companies until then, probably could not imagine ever achieving such significant result. But
the last analysis shows that it is possible to build a city with a good environment for entrepreneurs, and
highlights the pivotal role of those responsible for public policies in devising a promising future for their
community. A successful city depends on the alignment between economy, government and society.
