The cities scores on the final Index, presented on page 16,
consisting of the sum of the scores of the determinants
measured by the weights obtained with the above proce-
dure, which are then once more standardized with average
6 and standard deviation 1.

Finally, it is worth noting that the weights applied to determi-
nants this year will be held constant for at least the next three
years — unless further analysis of the values produce new
numbers. Besides preventing unwanted oscillations, depend-
ing on the relatively small sample size (14 capitals), this en-
sures that actions taken by governments, public administra-
tors and support organizations have long term influence and
do not deviate the focus and impact of the measurements.
