101 of three elements: S%, P, and I, obtained through constant questions present in the quantitative phase of the study. S%: the first variable, "S%" represents the proportion of each one of the six entrepreneurial profiles in the area. The "S%", in each city, was determined through a set of specif- ic questions to discriminate one segment from the other, in other words, to classify each of the people interviewed into an entrepreneurial profile. The second element, "P", is the measure of the propensi- ty to become an entrepreneur of each segment, and was used to calculate the entrepreneurial potential of each city's population. In this way, each entrepreneurial seg- ment possesses a corresponding "P" — and is, in effect, a general value for the study, and, differently from S%, does not vary between cities. How does one identify the entrepreneurial potential of each of the different segments? In this study we used that information we gathered in the exploratory phase to assign an equation with two variables: "entrepreneurial attitude" (A) and "entrepreneur or not an entrepreneur" (E). In more detail: A "Entrepreneurial Attitude": In the exploratory phase of this study, five key characteristics were found that composed "entrepreneurial attitude": optimism, self-confidence, risks attitude, a desire to be in charge, and resilience. The questionnaire, from the quantita - tive phase, relied on a few questions that demonstrated the presence, or lack, of the "entrepreneurial attitude." This information was combined with capacitating entre- preneurial initiatives taken in the past, by those inter- viewed, such as a course taken in the area of entrepre- neurship. As each one of the subjects interviewed was classified in one of the profiles, it was possible to cal- culate the Brazilian average Entrepreneurial Attitude for each segment; E "entrepreneur or not an entrepreneur": This variable reflects, simply, a larger or smaller concentration of actual entrepreneurs (and, in a smaller scale, but also considered, were: consultants and autonomous profes- sionals) in each segment and in each city; In order for the segments with more effective entrepreneurs to have more impact, relative to the other segments, the variables "A" and "E" did not receive the same weight in the calculation of the "P" value, following the formula below: P = (a*0,30) + (e*0,70) I: The last element in the Index's calculations is "I", and it translates the image that the population of each of the capitals has of entrepreneurial activity and the desire for business ownership. It is therefore an element linked to each city and not to any segment. Similarly to the other elements in the final index, "I" was obtained by a set of specific questions presents in the questionnaire. Once "S%", "P", and "I" have been calculated, one can obtain the Index in the following fashion: It is important to note that this Index is an indicator of the interest potential and the entrepreneurial propensity of each city. Therefore, it does not necessarily reflect the real presence of entrepreneurs in each region, information that can be measured in many other ways, but instead reflects the possibility of the entrepreneurial impulse to manifest itself with more intensity, given the right circumstances. Combined with the other variables, or determinants, that were analyzed in this study, the Index of Entrepreneurial Culture helps us understand the development of the en - trepreneurial atmosphere and the entrepreneurial perfor- mance of each capital studied.
