The scarcity of systematic data on Brazil's entrepreneurial environment and limited access to reliable information, especially in a regional level, were the projects biggest obstacles. In order to collect and use an unpublished set of indicators about the brazilian capitals, numerous sources were used, which pointing us out to a few different problems. The main sources of data are public records, that sometimes gets published with a one or two years delay. That's the case with the IBGE publications on Demography of Business. Due to the lack of regional indicators for a few of the themes of the study, state level reports were used instead, that's the case with the patents indicator deposited in the INPI. Lastly, for the cases in which no possible indicators could be found in public records, proxies were produced by institutional partners. This is the case for the data collected on entrepreneurial culture, which is based on a field study conducted in partnership with the Troiano Group (for more information see page 99). The same occurs when analyzing bureaucratic complexity and the access to venture capital, instead we relied on SEDI — one of the giants of its sector and with over 20 years of experience — and the asset management company Spectra Investments, that has studies on the subject published in collaboration with Insper Institute of knowledge and Research. The methodology section contains all the information needed on the indicators, sources and formulas. As pointed out in the methodology section of the study, this first version only includes 14 Brazilian capital cities with metropolitan areas that hold more than 1% of the high-growth companies in Brazil, according to the IBGE 3 data. Even if the indicators included in this report could be used to evaluate other cities, precautions and adaptations would be necessary in order to transpose the analysis to other regions. The study provides a contextual portrait of a city during a specific time and therefore does not reflect its historical performance. Therefore, an analysis of the entrepreneurial environment of these cities also requires adjustments in time and, above all, a data collecting effort beyond the scope of this report.
