tHE CItY's potEntIal For the local entrepreneur, Brasília rep- resents the second best market in the country. In addition to having the third largest GDP in Brazil, the local pop- ulation have high purchasing power (despite the high inequality), with an average per capita income of almost R$ 1,800.00. Businesses in the city still have high power for intermediate purchases (B2B), with an added value 30% high- er than the average Brazilian city. That is, the city is "isolated" in the center of Brazil, but has a large market there. Because there is only one government in Brasilia, the District Government, it is somewhat simpler to manage the bureaucratic processes in the region. The consequence is that, except for the time to get real estate records, all processes involved in the regulato - ry environment are accomplished in deadlines shorter than the average of the other cities. tHE CItY's CHallEngEs Our congressmen, senators, minis- ters and the President, all reside in Brasília, it's where thousands of BRASíLIA civil servants live and work. The city created by Oscar Niemeyer re- volves around the government. Not surprisingly, the entrepreneurial image is not a major highlight and one of the reasons the city ranks 62
