tHE CItY's potEntIal If Goiânia has many challenges to overcome, the tough bureaucratic system present throughout the coun- try is not their biggest one. The city has a very balanced regulatory environment, with better indicators than the other analyzed cities: taxes are among the lowest and all process- es are more efficient than average, the only city in which this happens. For example, the time it takes to open a company is 32 days, one of the lowest numbers in the country (the over all average is 76 days). The same applies to the time to register a property: 15 days, a number 4 times lower than the average for the other cities in this study. Taxes for compa - nies also receive a number of incen- tives; also, the state of Goiás does not adopt the sub-ceiling of the National Simples (R$ 1.8 million), al- lowing companies with up to R$ 3.6 million to also benefit. On top of that some sectors of the economy, such as companies in the apparel sector of the economy, for example, still re- ceive the ICMS exemption. The entrepreneurial culture of the city has also shown to be very positive: al- most 70% of the population says the local media reports on entre- preneurs constantly and the average citizen of Goiânia also presents essen- tial qualities for being a good entrepre- neur, such as optimism and resilience.
