The creation of a favorable environment for the growth of entrepreneurial activity is a constant concern in the public agenda of countries with different degrees of eco- nomical development, including Brazil. Entrepreneurs play a significant role as agents for generating wealth, jobs and innovation. For these reasons there is a consen- sus on the importance of policies aimed at promoting entrepreneurship, especially in the encouragement of high-impact entrepreneurship. However, there isn't one single strategy for success that can be adopted by national or local governments. Elaborating policies aimed at entrepreneurship is, first of all, an analytical problem. How to measure entrepreneur - ship? What are the environmental factors determinant for expanding entrepreneurial activity? How can different levels of government contribute to the betterment of the business climate? This study is an Endeavor Brazil, in partnership with Bain & Company, contribution in the evaluation of the entrepre- neurial environment in these Brazilian cities and assist in drafting local policies that encourages high-impact entre- preneurship. In line with the international debate on the subject, Endeavor has developed a unique framework — and the results are presented throughout this report — for assessing the business environment in Brazil's regions. To build this framework a set of economic, institutional and social indicators from all 14 cities were organized and col- lected. The final capital index and the results of all seven determinants presented in this report derive from the im- plementation of this framework in all the cities. This report is an assessment tool for public managers and support organizations interested in generating economic impact in their cities through the promotion of entrepreneurial activity, as well as for entrepreneurs who seek to expand their business and the media, which relies on qualified analyses and data.
