6 Andy Tsao SVB United States Andy Tsao is a Managing Director and leads SVB's Global Gateway, which assists innovation companies in the emerging markets with their US and international market expansion. In addition, Tsao leads SVB Global Private Equity Services, working with SVB's international private equity and venture capital clients, particularly those in the emerging markets. He brings more than 20 years of experience banking dynamic companies in technology industries worldwide. Tsao routinely speaks about technology and venture financing at conferences such as events held by the European Venture Capital Association, Super Return, BayBrazil, and Latin American Venture Capital Association. Tsao is a TiE Silicon Valley Charter Member and Asia America MultiTechnology Association Silicon Valley Co-President and Charter Member, and serves on the West Coast Advisory Board for Colgate University. Before endeavoring to open the U.K. office for SVB Financial Group, Tsao was a Senior Vice President in Silicon Valley Bank's Boston office, where he served as a technology lender and senior relationship manager focused on New England's technology industry. Prior to joining Silicon Valley Bank in 1997, Tsao was a technology lender at BankBoston, and BayBank in Burlington, Mass. He began his banking career with USTrust in Boston in 1988. Tsao earned a bachelor's degree from Colgate University and an MBA from Boston University. Jaime Serra Puche José Antonio Dávila Jaime Serra Puche is chairman of SAI Law and Economics, a consulting firm, and founder of Aklara, an electronic auctions company, the Arbitration Center of Mexico, and the NAFTA Fund of Mexico, a private equity fund. He served in the Mexican government from 1986 to 1994, as Undersecretary of Finance, Secretary of Trade and Industry, and Secretary of Finance. As Secretary of Trade and Industry, he led the negotiation and implementation of NAFTA, headed the negotiations of free trade agreements with Chile, Colombia, Venezuela, Bolivia, and Costa Rica, and promoted the creation of the Federal Competition Commission in Mexico, and the Mexican Institute for Industrial Property. His collaboration with non- profit boards include the Corporation of Yale University (1994-2001), where he currently co-chairs the President's Council on International Activities. He is a trustee of the National Institute for Genomic Medicine in Mexico and of The Trilateral Commission. Mr. Serra is a board director of BBVA Bancomer and the following publicly listed companies: The Mexico Fund, Tenaris, Vitro, and Alpek. Mr. Serra is a graduate of UNAM. He earned his Masters in Economics at El Colegio de Mexico and his Ph.D. in Economics at Yale University. He has been professor of economics at El Colegio de Mexico, Stanford, Princeton, and NYU. Jose Antonio Dávila is Director of the Research Center for Business Initiative and a Professor of Company Policy at IPADE. Formerly, he has worked in diverse administrative positions at IPADE. He is currently a board member and adviser for companies in various industries on matters relating to the launch of new companies, business model innovation, strategy formulation and implementation, corporate governance, and family businesses. For over 20 years, he served as Founder and Director of Starco Iluminación, Deputy Director of Grupo Financiero Multiva, and Manager of DirecSpicer Grupo Kuo. Jose Antonio holds a doctorate in Management from the Weatherhead School of Management at Case Western Reserve University. He completed an Executive MBA and Management Program (D-1) at IPADE.
