In 2012, following the example of other cities, Goiânia implemented the "Vapt Vupt Empresarial", an one-stop-shop space for entrepreneurs space that holds together all the agencies responsible for business registration, depending on the case the entire process can be done within 24 hours. What is remarkable, however, is the Indicator System created by the Board of Trade of the State of Goias (JUCEG): through JUCEG's website, anyone can access all opening records and company closures made in any city state. With this tool (available at: http://servicos.juceg.go.gov.br/Indicatores/) users can choose filters by type of economic activity and legal nature, and also consult specific dates. tHE CItY's BEst praCtICE CasE tHE CItY's CHallEngEs Goiânia holds the 13 th position in the ranking for innovation, surely a result of low investments, both from companies and the government, and, also, their low potential for genera- ting ideas, primarily due to the relationship, or lack there- of, between companies and universities. The Government of Goiás is the second least to invest (0.87% of the budget), just ahead of Pernambuco, in proportion. Even local businesses, which could account for the resources, also pre- sent a lower investment average than the rest of the country. Local universities have also failed to play an important role: the city does not have any technological parks, and is where companies and educational institutions are less likely to work together to innovate, ahead only of Vitória. One factor that may explain low innovation rates is the lack of skilled labor available in the city. All access to education indicators are at or below the national average — with special attention to technical proficiency education in the second lowest position. It is also important to pay at - tention to the quality of education, since the city is one of the least qualified professionally in absolute terms, only 22% of the undergraduate courses have top marks in the ENADE. The overall average is 26%, and in the best cases reach up to 50%, like Florianópolis and Porto Alegre.
